David A. Katz represents builders and developers of retail, industrial, office and mixed-use projects through the full arc of a development — site control, entitlements, financing, leasing and the entity structures underneath them — principally in Anne Arundel County and the Annapolis and Baltimore markets.

 

David previously practiced as a partner at Mulrenin & Associates, LLC, an Annapolis boutique focused on commercial real estate. He began his career at Hyatt & Weber, P.A., where he served as associate general counsel to Severn Savings Bank, FSB, a publicly traded financial institution.

 

David earned a master’s degree in real estate development from Georgetown University, a J.D. from Nova Southeastern University’s Shepard Broad Law Center, and a B.S. in biology from the College of Charleston.

 

Representative Matters

• Represented a waterfront property owner in a four-part Chesapeake Bay Critical Area and zoning variance case to legalize storm remediation work on a two-acre Church Creek property in Annapolis, winning approval of the retaining walls stabilizing the eroding coastal bluff over the opposition of four separate agencies, and carrying the balance of the case to the County Board of Appeals.

 

• Advised a Roman Catholic parish on the zoning pathways to redevelop a nine-acre private school campus in Annapolis for early education, school and residential use, and recommended a legislative text amendment as a faster and less costly route than the special exception and variance the County Code would otherwise require.

 

• Represented a waterfront homeowner before the Anne Arundel County Board of Appeals in a Chesapeake Bay Critical Area matter, entering the appeal, securing a continuance and filing the project notification with the State Critical Area Commission.

 

• Represented the owner of a Severn River waterfront lot in a Critical Area driveway variance, taking the matter from pre-file consultation with the County through the letter of explanation to the Zoning Administrator and the hearing.

 

• Represented a lender in connection with the financing of a 199-unit senior living and memory care community in Laurel, Maryland, delivering the opinion of counsel required at closing.

 

• Represented a regional commercial developer in the negotiated purchase and sale of a suburban Maryland office property, and Annapolis and Prince George's County property owners in ground-floor and pad retail leasing.
